Congratulations to Norfolk’s 2024-2025 Virginia Sheriffs’ Institute (VSI) Scholarship Award recipient, Kaylen Otey.

Kaylen is a student at Old Dominion University majoring in Criminal Justice with a minor in Cyber Crime. She has been named the Police Cadet of the Year from ODU Police Department, is the Founder and President of the Pre-Law Enforcement Association, Vice President of the Chinese Culture and Language Club, is the Founder and Vice President of the Korean Student Association, is the Juvenile Justice Chair and Event Coordinator/Programs and Research Committee for the ODU NAACP Chapter, and is the Committee Founder and Chairperson of the ODU Chapter of the NAACP Women in the NAACP (WIN). As if all of that wasn’t enough, Kaylen has also participated in the Student Police Academy and the Civilian’s Police Academy Pistol Familiarization Course of Fire through ODU PD. While doing all of this, Kaylen has maintained a 3.6 GPA and earned a spot on the Dean’s List.
