Smyth County Sheriff B.C. “Chip” Shuler is proud to announce that Ms. Emmaline Dowell, a graduating senior from Chilhowie High School is the recipient of the Virginia Sheriff’s Institute (VSI) scholarship for the 2025/26 school year. Emmaline plans to attend Bluefield University this fall with a double major in Forensics and Pre-Med with her end goal of becoming a Forensic Pathologist.
We all know how important the Medical Examiner’s Office is to the law enforcement community, and our ability to successfully investigate and prosecute homicide cases. We all wish Emmaline success in her future endeavors. Sheriff Shuler also thanks all who support the VSI each year with their membership and donations.
